Olympic Snitch Service Wanted

It looks like VANOC (Vancouver Organizing Committee for the 2010 games) is taking a hint from the Harper Government's Accountability Act. A request for proposals posted on the BC Bid website on April 21st, states:

"This Request for Proposals ("RFP") is issued by VANOC to obtain proposals for the provision of external services available for VANOC employees to confidentially report perceived incidents of wrongdoing within the organization. Please refer to Section 3.0 of the RFP for further details."

Section 3.0 says that: "VANOC requires the services of an independent external service provider to whom VANOC employees may confidentially report wrongdoing or improper conduct as an anonymous alternative to raising their issue with an internal representative."

Proponents have until May 17th to submit one original and five copies of their proposal to VANOC.

Which external agency has more credibility than BC's Auditor General? The contracting out of a "snitch service" is an insult to the Auditor General. BC taxpayers are on the hook for all overruns for the 2010 games. Keeping tabs on the expenditures requires more than an external snitch service; it requires the properly funded attention of BC's Auditor General. He has asked for the assignment and for the funding, only to be cast aside by the Campbell government. Perhaps he should make a submission on this Request for Proposals.
