Report
Card: Minister Murray
needs to pay attention to instructions
Victoria's
Monday
Magazine has discovered that one of Premier Campbell's
cabinet ministers has difficulty following instructions
when it comes to disclosure.
Sections
16 and 17 of The Members Conflict of Interest Act
require annual disclosure of an MLA's assets and liabilities.
The Member and the member's spouse must meet with
the Commissioner to discuss the filing. The forms
are lengthy and detailed. The forms provided to the
MLAs leave no room for misinterpretation.
Unfortunately,
the Conflict of Interest Commissioner is one of the
few, if not the only, Officers
of the Legislature with no presence on the Internet.
However, Monday
Magazine has reviewed the public disclosure and
reports that the MLA for New Westminster, Joyce Murray,
now Minister of Water, Land and Air Protection, completed
her returns by saying that her stock holdings were
"diverse". Now the MLA might want to amend
her return by going back and providing the details.
The concept is simple. The public needs the details
to determine whether the Minister is making decisions
or behaving in a way that puts her in a conflict of
interest. According to Monday
Magazine, the Minister has already skated very
close to that line.
